So who is it? It turns out the thief is the cook. He quickly accuses someone else, but as it turns out that was just a deflection.
Choose him as your thief and he’ll try to run away. You’ll have to take him on in combat to complete the quest, but by this point in Honkai Star Rail you should have no trouble beating him.
Once he’s dealt with, you can finish the quest for your rewards.
