How to Fix
I like many others have had issues where the Lower City crashes when it reaches 33%, usually after some part of Gortash’s quest.
Solution
I found a solution, it worked for me, I’m not sure it will work for you but give it a shot.
It was the Steel Watch. When they want to arrest me on sight, the game crashes at 33%. When the Steel Watch is friendly, no crash.
To test, load your latest save in the Lower City where the Steel Watch is not trying to arrest you on sight. Travel to Rivington then back to get the loading screen. Hopefully it will go past that 33% like it did for me. Then, make sure not to make the Steel Watch angry and you should be able to continue.
I lost 10+ hours of progress and I’m not sure how to beat the game without making the Steel Watch mad but I think I can find a way to make it work with some trial and error. Not ideal but possibly a solution.
